Just got my clubbells, and after swinging them around, forward, down, and up for about half an hour, I realized I need a program.
Can anyone help? I'm looking to tone my body and build more arm strength.
I can work out for about 30-40 minutes 3-4 times a week.

Congratulations on your new Clubbells! Don't you train weekly with Slade Billew, CST? He'll be able to help you better than we can through remote interviewing, and be able to craft a program specific to your needs.
For now, work on practicing 2 exercises for 2 weeks each. Begin with the Basic Swing and Clean to Order Position. Train them Ratchet style: 1,2,3,2,3,4,3,4,5,etc. Stop before you are close to failure.
Since you're a minor, and your mother is a doctor, consult her with each technique before you begin and to check with her on your technique. Stop whenever she gives you the word. Check in with her before you change anything. Consult with your teacher (Slade) WITH your mother.
